Phase 1:  2022 Advocacy, Book Club, Petition, & Ad-Hoc Organizing 

November 22, 2022 - First Formal Advocacy

Three Clayton parents spoke 
at the November 22nd, 2022 Board meeting to share growing research about the negative effects of phones in schools & requested that the district do more to restrict phone access during the school day. The Board commented that phone-use policies are at the discretion of each school principal, and that they lacked the data to take action, but that they would collect more data on the issue.

February 2023 - No response
​The same three parents sent follow up emails to Superintendent Dr. Patel, all school board members, all assistant superintendents, and 
all Clayton Principals thanking them for listening and attaching the scientific data spoken about at the meeting. No one responded. To our knowledge, no data was collected on the issue.

February 2023- Parent Facebook Group Launched
The same three parents created a Facebook group called "Clayton, MO Parents for Delaying Social Media" to share the research and build solidarity with other Clayton parents to delay social media and smartphones.

May 10, 2024 - Book Club Launch
​A different group of Clayton parents launched a Clayton Parent Summer Book Club Series on The Anxious Generation, which synthesizes extensive scientific data on how phones are severely impacting children's health globally & suggests 4 reforms:
(1) No smartphones until high school,
(2) No social media until 16,
(3) Increased unsupervised play in the real world,
and
(4) Phone-free schools.

The sign-up slots filled up so fast that we ended up holding seven meet-ups throughout the summer.

May 16 - Petition Launched
​A different group of parents wrote a petition, requesting hat the Clayton School District "revisit their phone-use policy and adopt a proven system, such as Yondr pouches or phone lockers, to effectively enforce their policies."  Within one week, 450+ Clayton parents, teachers, & community members had signed the petition. ​

May & June 2024 - Collection of Stories
​After the launch of the book club and petition, Clayton parent & teacher conversations about the issue boomed across the district. The parents who launched the above projects connected and began discussing what we could do together to take more strategic action on this issue. During these early summer months, parents & teachers began sharing stories with us about how frequently Clayton students have been accessing their phones (and even social media through VPNs) during the school day. Hence, we began writing down these stories on a 
Community Quotes Document.

May 24 - Petition Emailed to Board & Dr. Patel
Thirty-four Clayton parents co-signed an email to the Clayton Board of Education--which includes Superintendent Dr. Nisha Patel--with the petition signed by 450+ and requested that the Board “put this topic on the agenda for the next board meeting,” which was 12 days later.

May 27 - Board President's First Response
The Board president responded, “Good evening, thank you for your email. We appreciate your interest, passion, and research around this issue, and will consider adding this as a discussion item on an agenda in the fall.” 
May 28 - Board President's Second Response
The Board President wrote again, “Hi again, I just reviewed the district policy about resident-initiated agenda items, and there is a procedure in place for this. Please see the attached policy and read under “agenda items.” Your group’s representative must first meet with the superintendent per district policy. Thank you for your cooperation.”


Policy BDDH-1 Public Participation at Board Meetings states: "Residents may be required to meet with the superintendent before the item will be placed on the agenda." It also states "Residents must submit a request to add an agenda item at least five days prior to the meeting. This timeframe is set by statute. The district is free to reduce the number of days' notice, but not increase it.”

June 4 - Meeting Request
In response to Board protocol, a representative group of the petitioners requested a meeting with Dr. Patel “calling for the establishment of a more robust and practically enforceable district-wide policy to eliminate phone use in Clayton classrooms.”

June 4 - Meeting Scheduled for July 25
Dr. Patel responded promptly and a meeting was scheduled for July 25, 2024

Phase 2: News Stories & Board Meeting

June 5- First Post-Dispatch Article Published: 
On the morning of June 5, the first Post-Dispatch news story about our work was published. Clayton parent quote in the article: “There’s a sense of urgency, especially among parents who have middle school and high school students, to revise the district’s cell phone policies because they see their children increasingly distracted by the presence of cell phones in schools,” Caffrey said. “The message is that parents have a lot of work to do, but we can’t do it alone. We need to work with the whole community, including the schools, to figure out how to really fight this mental health crisis that has been on the rise since the spread of the smartphone.”

June 5- Ch. 4 New Reporter Reached Out
KSDK Channel 4 News Reporter, Kimberly Donahue, reached out to us and requested an on-camera interview that same afternoon, before the Board meeting that evening.

Clayton parent quotes in the story: "There are a lot of recommendations in the book about what we can do about this mental health crisis, and one of them is to try to make an effort toward phone-free schools." ​and "We just want to open up the conversations and try to understand everything from everybody's perspectives so we can center our kids' mental and social-emotional health." 
June 5 - Board Meeting #1: 
Although our issue was not on the Board Agenda, the meeting with each Board member making comments about the issue of phones in schools, and posing questions that they would like the Board to research & respond to at a later time. Thereafter, during the public comment section of the meeting, 14 parents delivered speeches: 13 spoke in favor of phone-free schools, 1 spoke against them.
June 6 - 2nd Post-Dispatch Story Published
Education reporter, Blythe Bernhard, had attended the Board meeting on June 5th, and published, a second Post-Dispatch news story about our work. Quotes in the story were by those who spoke publicly at the Board meeting.

Phase 3: Structured Organizing & Formal Meeting with District Leaders

June 14 - Website Launch
Due to our increasing activity & the district's inactivity, we launched a website to ensure everyone could access our goals, scientific research on the issue, our petition, comment form, book club info, etc.

June 24 - Email to All Clayton Teachers
To better understand how students have been engaging with their phones & other electronic devices in as many Clayton classrooms & spaces as possible, we compiled all Clayton teacher & staff email addresses from the public Staff Directories and emailed them an Anonymous Comment Form.

​As of 7/7/24, 58 Clayton teachers/staff have provided an anonymous comment. 55 agree with our requests, 3 disagree.

June 26 - Email to All Clayton Parents
In an effort to ensure all Clayton parents were aware of our work & had the opportunity to share their experiences/insights with us, we collected all the email addresses listed in the Clayton Parent Buzz Books. We sent out our website, petition, & the Anonymous Comment Form, and provided a way for people subscribe to our mailing list.

As of 7/7/24, 90 parents have provided an anonymous comment. 69 agree with our requests, 21 disagree.

July 3 - Wait Until 8th Parent Pledge Launch
To build solidarity & encouragement amongst our community of parents, we began a Clayton-wide Wait Until 8th Pledge Campaign. The Pledge says, “By signing this pledge, I promise not to give my child a smartphone until at least the end of 8th grade as long as at least 10 families total from my child’s grade and school pledge to delay the smartphone.”

To follow the Board's request, a small group of parent representatives met with district leaders to formally present our understanding of the research that fuels our concern about phones in schools, to share our mission, goals, and prior work, to provide updated petition and comment form details, and to discuss how we might be able to collaboratively act to enhance students' mental wellness & academic focus in Clayton schools.

Phase 4:  2024-2025 School Year

August - Small Policy Change at Middle School
During the 7/25 meeting, Wydown Middle School principal, Dr. Jamie Jordan, shared that she plans to make an important, positive change to the phone-use policy.

For the 2023-2024, the policy was: "Cell phones and other electronic devices may not be used by students during the school day, unless specifically used as part of instruction and directed by the teacher."

For the 2024-2025 school year, middle school students will not have be allowed to use phones or personal electronic devices during the school day, even for academic purposes. 
Here is why allowing some students to use phones "for academic purposes" negatively impacts all students, and is, ultimately, an issue of inequity.

Thank you, Dr. Jordan, for making this positive change! We appreciate you reading the research and using your power to do what you can--immediately--to enhance our children's mental health and academic focus!
September 2024 - Clayton Data Collection
At our 7/25 meeting, Dr. Patel informed us that, throughout the beginning of the school year, the district will be creating surveys, hosting focus groups, and discussing this issue at district leadership team meetings. In September, the survey will go out to all parents, teachers & staff.

​At the 7/25 meeting, we asked if the district would be willing to include a few of our parent representatives to participate in the planning of the surveys and the analysis of the data collected. Dr. Patel said she would contemplate the offer to have parent representatives be part of this effort in design, though noted efforts are already in progress.

Here is why there is no need to wait on taking swifter, stronger action in the name of needing more data.
October 9 - Board Meeting, Formal Recommendation by Dr. Patel
At our 7/25 meeting, Dr. Patel informed us that, 
at the October 9th Board Meeting, she will share the district's survey results and provide a formal recommendation on the issue.
